Yeah, title says it.  By putting the cursor over the icon and using the scroll wheel, the volume goes up to 90%.  But when I open the mixer and drag the master slider, it goes to 100%.  This happens with xfce-mixer 4.6.0-2 using Arch Linux x86_64.  I started a thread here about it and got a workaround, but it seems to be a bug in upstream:  http://bbs.archlinux.org/viewtopic.php?id=69390

I confirm the same problem on a Thinkpad T61 with xubuntu 9.04.

f I scroll mouse wheel on the volume control icon, I can only increase the volume to 90%. However, I can left click the icon to bring up the mixer window and adjust the volume to 100%.

Fixed in revision 29986:

        * panel-plugin/xfce-volume-button.c: Set the page size to 0 which
          allows the volume to be changed up to 100% instead of just 90% (bug
          #5243).
