Patch to appointment.c to have TODOs default to not-complete.

New TODOs currently default to 'completed'. This makes no sense; why would I be adding a TODO, if the task is already complete? In addition, with the current behavior, failing to notice that 'complete' is checked results in a hidden TODO, making it easy to miss the task. Having it default to not completed is safer, since if I meant to mark it as complete, than the TODO will show up in the list, reminding me to mark it as complete. The attached patch makes not complete the default for new TODOs.
