New keyboard shortcut profiles set up in window manager preferences are
activated on creation but not used on subsequent logins. After logging out and
back in, default profile is used even though opening WM preferences shows the
new set as active. Switching to default profile and back in WM preferences
activates the new bindings.

Reproducible: Always
Steps to Reproduce:
1. Set up and activate keyboard shortcuts profile in WM preferences.
2. Log out of Xfce
3. Log back in again

Actual Results:  
Keyboard shortcut profile returned to 'default' instead of using alternate profile.

Expected Results:  
Activate new key bindings profile profile.
