With this option, perl module 'XML::Parser' will be never checked in
configure process, that means it'll reduce build dependency certainly.

Note that, this option had been introduced in intltool 0.31 (2004-06-12),
so it requires

    AC_PROG_INTLTOOL([0.31], [no-xml])

in each configure.ac (except xfce4-panel), current taegets are

Good idea.  Fixed on trunk, except for xfcalendar, cuz I don't have permissions
there.
