Browsing the Web I've found, that this has been described more than 3 years ago (still not fixed, BTW) regarding the KDE. Since the author of the mentioned complaining actually wrote everything I would to write now, I'll just paste an excerpt here:

Unfortunately, I noticed the same problem in XFCE.

Many times I've seen quite common error of the programmers, whose programs were willing to use ENTIRE area of "virtual desktop", instead of just the visible part, e.g. when clicked "maximize" button (the one in upper right corner). The more strange is, that XFCE until today has the opposite: it's using just the currently visible fragment, instead of entire desktop - although it should manage the whole area (e.g. taskbar should be placed at the bottom, not "somewhere in the middle" - and it should have the length of whole virtual desktop - etc.).

I forgot to add: during fixing the bug, don't introduce, please, another common problem, which can be found in most window managers. What I mean, is the difference:
1. XFCE after start should manage entire "virtual desktop", not just the visible part.
2. On the contrary: every program window, when clicked "maximize" button, should be maximized ONLY TO THE VISIBLE PART of the screen; anyway, that's the point in using virtual desktops - to have more space, not covered just by single program's window. Such window can be "manually stretched" further in case of need.

Take a look at the screensho (made with GIMP): the green area is the one properly initialized by Xfce, it's the visible part of the screen. The "graphics garbage" it the area outside the visible part. It doesn't seem to be initialized by Xfce.
Panning with mouse works - but it's not possible to move any window outside the initialized area (look at the GKrellm window on the right; it's shown in its rightmost possible position).
Mouse cursor can be moved anywhere (well, without this panning wouldn't work).
