Sorry for getting back to you that late... Meanwhile, a contributor committed the following features to the respective git master branches:

- Massive cleanup of the layout-related code
- Ability to set a keybinding to cycle through set keyboard layouts
- Ability to set the compose key
- Port xfce4-xkb-plugin to use those new features and avoid code duplication

We are just missing the ability to set if we want the layout set per application, per window or globally. I'm sorry your work collided with this, if you feel like porting this feature of your patch to the current code base, I would be happy to get it reviewed.

Closing the bugreport since the per app/window/global setting hasn't been ported for more than 2 years. Feel free to re-open if you decide to add that feature after all.
