It seems that there's some kind of regression in battery plugin with the support for “deskbar” mode in 4.10 panel. It seems that before, no matter what orientation the panel was in, the text was horizontal. Now, I guess the text is horizontal when panel is horizontal or in deskbar mode, and vertical when the panel is in vertical mode. It doesn't seem to make much sense to have vertical text here, especially since it was the case before. But, for people still using 4.8 panel, there's no way to have the previous behavior back. See http://bugs.debian.org/674864 for reference.

Furthermore, it's not easy to fit width-variable labels on fixed-size panels, so it makes more sense to have it oriented the same as the panel. Something more to decide in the HIG...

Maybe, but at least some people are not really happy about that, and they don't have the deskbar mode (which might be what they want, in the end, but we're not sure either).

Fixed in 7a5c18a, will be in next release. Seems one can't make a change without making 'some people' angry...
