Clicking "arrange desktop icons" aligns the icons on the screen but when the screen size, or panel size changes, the icons become misaligned again.

More consistent icon placement

The proposed patch should make the icon placement more consistent when the screen size changes or another panel is added. It also adds icons from the pending icon list when other icons are removed from the desktop.
