xfce-power-manager makes the screen brighter when the system is idle if the default brightness is higher than the current brightness. If the user manually reduces brightness to 10% while using the system, but the default "low" brightness level is higher than that, then the brightness is turned up automatically when the keyboard is idle. VERY annoying. Wouldn't it be better to have an if/then check to see if xfce-power-manager is making the screen brighter when idel? And then NOT do it? I don't know of any situation in which I would want xfce-power-manager to override a user's manual setting to make the screen brighter. Do you?
