- This error only occurs when using Openbox, so start it using "openbox --replace" - Start any application (like "gedit") - Go to "File > Open" (the "Open File" dialog will appear) - Start some application wich covers gedit windows. - Now, try to switch back to gedit using the buttons on xfce4-panel. Nothing will happen. Any other "dock" or panel operating inside xfce can do the job, only xfce4-panel can't do it.
The same happens to me. When I click a window button on a panel I get only a modal window, but not all the windows of the application. At the same time using Alt+Tab I can get an expected behavior, i.e. all the windows of the application are shown (background main window and a modal window that is shown over the main window). So incorrect behavior of window buttons of the xfce panel makes it almost unusable because I have to replace it by any dock application or even use another DE (but xfce is the most favourite if taking into account the rest of stuff).
Actually, the problem happens on applications that don't use modal windows as separate windows, i.e. they are shown as a single window. This problem can be reproduced using Eclipse IDE with Preferences or Find dialog opened.
