This has occassionally been happening to me over the past months, though I haven't been able to reliably reproduce it.

xfce 4.8 / debian wheezy (updated from wheezy repo) / 
xfce4-xkb-plugin  0.5.4.3-1+b1

Should be fixed in git master branch, feel free to reopen if you can still reproduce.
