And it's still in Europe UTC+05:00 and UTC+06:00 are partly in Europe too It would be good idea to add Kiev too, as the capital and the largest city of Ukraine. But his time is present at least already: EET (UTC+2) (DST) EEST (UTC+3).
I see Kiev in my selection list. orage -v should show more data than what you pasted. The last line is important. Are you using Orage or Os libical? Using operating system package libical. I also see Minsk (+3), Samara (+4), Moscow (+4) and Volgograd (+4) under Europe.

I can not reproduce this in any of my test systems.
