If one specifies the global default desktop menu file, menu.xml, and then the
user modifies their personal desktop menu.xml file, xfce-menu sometimes shows
the changes, and sometimes does not...


Reproducible: Always
Steps to Reproduce:
1. erase .config
2. login
3. add xfce-menu using global menu.xml
4. add entry to desktop menu
5. xfce-menu shows change
6. logout and back in
7. xfce-menu still displays last change
8. add new entry to desktop menu
9. xfce-menu goes back to display global menu.xml without changes

Actual Results:  
xfce-menu goes back to displaying global menu.xml without changes

Expected Results:  
I would have liked for it to continue to display user modified menu.xml
