I'm not sure if this is the right place. I find the window scroll up very annoying, because by accident, I sometimes perform it with the mouse. Would it be possible to make this an option? ("Disable Roll Window Up"?)
I'll add a xfconf key for that, yet I am not in favor of adding yet another UI option (it's already too bloated to my taste).

Just in case there is any doubt about it, please leave the current behavior (roll up is possible) as the default. It is a really good feature of xfwm, and it would be sad to hide it away.

It would be also cool, if one can disable the mouse wheel on the taskbar. I find it also annoying, others like this. Of course per default on. ;)
