configure doesn't check if sasl2-dev and neon-gnutls-dev versions exist, Make fails with linker error (can't find lib).
sasl and neon seem to be a optional dependency of subversion, they are no direct dependencies of the thunar-vcs-plugin. This is distribution dependant if these dependencies are used. Still this should trouble the thunar-vcs-plugin compilation. Could you provide some more information? The output of configure and the relevant output if make (the link command and the linker output).

The neon and sasl link flag are added by libtool. This is because libsvn from your distro was build with those dependencies. The libsvn says it needs to link them too. I don't know if these flags are really necesary for thunar-vcs-plugin to be able to link to libsvn. If not, there might be a way to tell libtool not to add them, as far as I found there isn't[1]. In my opinion this should be solved by the packagers of your distro, since libsvn depends on sasl and neon the dev package probably should too.
