The submenu System in the panel or desktop, not shows the categories names in
the correct locale language, only in english.

Steps to Reproduce:
1. Open System menu.

Actual Results:  
Incorrect language detected in submenus.

Expected Results:  
Submenus in local language.

i think the appropriate files just haven't been translated yet.  not really a
bug, just something that relies on outside help.

I think that this is a bug. 

XFCE4 Menu detects a wrong locale. In KDE and GNOME the categories names are
good, and I think that the files for this are the same.

No, as I said, this has to do with the appropriate
xfce-registered-categories.xml file not being translated.  This has nothing to
do with GNOME or KDE.
