If Mouse Emulation is not in use constantly, i.e. after some "idle time", it stops working; the numeric keypad returns to its usual function. But the accessibility settings continue to show the mouse emulation as enabled. Manually disabling and then re-enabling turns it on.

I haven't been able to measure the amount of time required for this to happen precisely, but it seems to be a few minutes.
