Conditions:
 * xfce-panel is configured in /etc/xdg/xfce4/panel/
 * User is not a member of CustomizePanel= in kioskrc
 * Xfce version 4.4.2 (CentOS-5 rpm packages)

Result: The xfce-menu plugin is not started.

Adding the user to CustomizePanel in kioskrc and restarting the panel
will start the xfce-menu plugin.

Expected result: xfce-menu plugin should start whether the user is allowed
to edit the panel configuration or not.

Sorry, but I don't really have the time to maintain 4.4.x.  Please try to reproduce the bug on 4.6.x.  If you can't, you're probably on your own.  (But I suspect the bug will be present in 4.6 as well.)

Brian, do you think this is a bug in the menu plugin? If not assign it to me, because it looks like a panel bug.

My mistake; I read it wrong... yeah, it's probably a panel issue.  That's kinda weird, tho, no?

We're a pure RedHat Enterprise Linux shop. Don't want to go through the hassle of changing gtk version in order to run 4.6.x.

Anyway, I created a VM with Xubuntu 9.04, which has a variation of 4.6.0, I think
and I can't reproduce the problem on that one.
