I can't reproduce it consistently, but sometimes the xkb plugin will disappear from the panel Attempts to recreate it fail (it appears but disappears again when I close the settings window.) Repeated attempts to recreate it sometimes result in several .config/xfce4/panel/xkb-plugin-*.rc files appearing. I am using Fedora Core 10, xfce4-xkb-plugin-0.5.2-1.fc10.i386. I have the suspicion it might not be a problem of xfce4-xkb-plugin but of the X server, since it seems to affect to the battery plugin too. I think that's the same thing as bug 5036.
This should be fixed in git master branch, please reopen if you can still reproduce.
