Creating a new bug report allows you to directly attach a file to it. However, if you omit the description, the file is not attached to the bug report. The report itself is created just fine.

If you do the same afterwards, you will get an error telling you that you have to specify a description. The same should happen on creation time of bug reports, too.

This isn't for us to fix.  If you really care, report it upstream at bugzilla.org.
