When I click on the xkb icon in the panel - it stays the same - always showing the letters US. The layout actually changes, but the icon remains always the same - the keyboard shortcut for changing also works fine, but the icon never changes. I'm using Arch Linux x86_64, xfce4-panel - 4.6.0-1, xfce4-xkb-plugin 0.5.3.2-1.
I believe this has something to do with libxi >= 1.1.4 and or the current versions of inputproto and xproto. When the panel is launched from a terminal window the message: XInputWireToEvent UNKNOWN WIRE EVENT! type=XX is printed on (I think) each keypress event. I tried downgrading libxi to some version prior 1.1.4, but with no luck (I'm not an arch/pacman user really), so I can't tell if it will work correctly with an older version.
Just downgraded libxi to 1.1.3 wget http://arm.nrk.cc/extra::2008-11-%209/os/x86_64/libxi-1.1.3-1-x86_64.pkg.tar.gz pacman -U libxi-1.1.3-1-x86_64.pkg.tar.gz and now it works as expected.

I see this bug as well. Unfortunately I'm not going to downgrade because my libxi6 1.1.4 package has about 50 dependencies. Using setxkbmap works in the meantime. This is possibly the same thing: http://bugzilla.xfce.org/show_bug.cgi?id=4186
