The keyboard repeat rate works as expected, while the initial key repeat delay does not seem to have any effect. With xfce-settings-editor, I can see that the repeat rate goes into keyboards/Default/KeyRepeat/Rate while the delay goes in keyboards/DefaultKeyRepeat/Delay which is quite suspicious ;-)
