Hi

i have shortcut for xfce4-terminal.  
If no window has focus, it gets openened on top,
if a window has focus, it gets opened below that window. 
I looked through the settings but found no possibility to autoraise new non-focus windows from the current workspace.

From beta3 chnage log:

- Avoid placing unfocused windows on top of the current focused window when not 
  focusing new windows (Bug #4795).
