Emblems not moved when moving files.

While I rename files, the emblems are updated to match the new filename afterwards. However, when I move file to another folder them selected emblems are no longer visible. When I move the file back into the original folder, the emblems are visible again for that file.

Reproducible: Always

Steps to Reproduce:
1. Assign emblem to a file
2. Move the file to another folder
3. Move the file back into the original folder

Actual Results:  
Emblems no longer assigned

Expected Results:  
Emblems still assigned
