It was very conveniant, and we can find this behavior on mac osx, KDE, WindowMaker and so on. The purpose of the panel is to be always visible and accessible. I personally am not interested in adding an option for this. It is actually the window manager that keeps so called dock type windows always on top and I think that's a very reasonable point of view. If you don't want the panel visible all the time, you can use the autohide feature, but I guess that is not exactly what you want. I am going to close this request, but if you feel very strongly about it you can reopen it.
