I can't reproduce this here. I copied the characters from your example, entered them as the title in audacious (XMMS successor) and saved the audio file. I then opened the properties page in Thunar. The plugin displayed them properly. From what I remember the strings passed from TagLib are not manipulated at all, they're only copied and handed over to the GTK+ widgets.

(I did use Audacious for a pretty long time but don’t think that it does so.) I can send you the URI to one of my audio files so that you can check them on your system.
This bug seems to be caused by wrongly encoded tags. Using Ex Falso I can fix them manually which makes Thunar display them correctly. Thus, Thunar does not seem to be at fault here.
