I'm afraid this is a fundamental incompatibility between those two options. Both the window manager and the panel are waiting for mouse events at the screen edge. The window manager will catch the mouse event first, so the panel doesn't unhide. Sorry, but I don't think this can be fixed.

Resolving this bug. I don't think this can be fixed, considering the way Xfce is currently designed.
