Always on top doesnt work in xfce4-session-settings dialog

Steps:
1. open Session and Startup
2. click the window operation menu in the top left corner
3. select 'Always on Top' entry
4. open a new app and notice that it appears above the dialog

Seems other dialogs are also effected by this including File Manager Preferences.
