When you open an English xfce version logout window it's look-like nice with its text and icons, but if you use other language it is kind of ugly (takes almost all-long screen with empty space) and depends on the logout icons label size. It would be good to have an option to enable/disable icons titles (and maybe icons). Or maybe it will be better to leave only icons with pop-up hints.

I wouldn't say this is a bug, it's a general problem you can run into with any GUI element that contains text and can be translated. 1) In theory we could restrain the text width by enabling ellipsizing, but that may also lead to suboptimal results. 2) One fix would be to ask your translator to find a more concise translation for the logout options. 3) We could add the options you ask for. Not sure if that isn't a little overkill though, because the thing you complain about is just about aesthetics, whereas as a distributor I would never-ever enable that option to hide the text, because it can cause serious accessibility issues. Personally I'd prefer 2), but I don't know Russian so I don't know if that's feasible.
Yes it's only about aesthetics (but small parts make up the overall impression) so this was only the feature request (I added 'Bug?' part to a title as no one answered). You are right that it's simpler and better to improve localization translates, but since I didn't see how its look-like for other languages, I desided that maybe a simpler way is locking button's size or add newline/ellipsizing (instead of changing other localization with longer words) and I agree that disable titles at all is not a good idea. So okay, I'll try to write to translators. Thanks for your time and sorry for my English.
