The scroll position doesn't reset when use alt-tab (not mouse) to switch Chrome with other apps. For example if you scroll down in terminal and after that switch to Chrome all your 'scroll move' applying in Chrome after doing one move in the SAME direction in browser.
The window manager doesn't have much to do with that, this is the regular Xorg event routing.
