Screenshot of a problem -- a small settings window.

The problem can be seen on the screenshot attached.

I use a big font. (For many reasons, such as: I often need to read Chinese, I have a big monitor with a bad resolution and a low dpi of 60, I am very short-sighted, -8.0 dioptres.) The font is WenQuan Micro Hei, size 16 (scaled, as it is a vector font). (I also have a monitor with a dpi of 112, which is below the first one. The screenshot is taken with an xfce4-screenshooter)

Xfce manages to deal well with such a big font almost everywhere, but xfce4-display-settings --minimal is an exception, in particular, the window cannot be resized manually, and being small, has long sentences truncated.

Thanks for the report, makes sense!
The problem is fixed for 4.16 and will likely be released as part of a 4.14 maintenance release.
