Use Xfce 4.13 (on Fedora), set Settings, Mouse and Touchpad, Theme to some other theme and big size (handy for 4k displays). Logout or reboot. Upon login the mouse theme and size are apparently not honored when hovering the pointer over the desktop and some programs. Other programs will use the big size and theme, thus the pointer changes from tiny to bigger when hovering over botnet browser Chromium. This would probably be some theme bug. But.. it's interesting to note that running xfwm4 --replace& after login (I now run the script that does sleep 2s;xfwm4 --replace&) after the desktop is loaded will change the mouse pointer to what the theme settings are. I have not tested if this is somehow a Fedora specific bug or Xfce 4.13 bug. I have tested that the same problem and fix works on my desktop, HTPC and laptop. This might be the duplicate of #7415 but those don't have the fancy new Xfce 4.13 technology so it may not be the same.
