UI Improvements

The attached patch tidies up the Clipman Plugin preference dialogs with a number of improvements:

* Standard spacing (6, 12, 18)
* Added scrolled window (and thus frame) to the Regex Testing area
* Making Regex Editor transient for main Settings dialog
* Glade template updated to 3.22
* Deprecated properties removed
