multi monitor: windows open on wrong monitor and don't remember locations

Ive found on a multi monitor setup, some windows open on the wrong screen. For example:

Blender
xfce settings app and all of its sub applications/windows
krita

I've disabled smart window placement, and tried setting the windows to goto the middle of the screen, and also tried under the cursor position, but they continue to ignore the settings.

Expected behavior:
1. Open on the primary screen, unless it has been ran before, then open at its last known position.

2. Or if thats not possible, then just open on the primary screen all applications.

Hello,

Same problem here for a ton of apps since there were migrated to GTK3.

The most meaningful example is the weather app. Whatever windows placement settings does nothing whereas it used to be perfectly reacting with GTK2...
