When calling xfce4-settings-manager (via terminal or launcher or keyboard shortcut), the settings manager will always open in the center of my second monitor regardless of the 1) cursor location 2) smart placement settings and 3) default window placement set to "under the mouse pointer." All other apps (including xfce4-terminal, xfce4-settings-editor, etc.) open correctly.
