I'm using Gentoo, on ~x86 and I had ~/.config from time 4.2.2 got released, and then I got upgraded into 4.2.3.2 and it worked too until I removed whole ~/.config to start from empty table. Nothing in "Settings -> Desktop" worked anymore, enabling/disabling menu, changing background image and so on. So, I downgraded 7 packages, all from XFCE4, back to 4.2.2. These: libxfce4util, libxfcegui4, libxfce4mcs, xfce-mcs-manager, xfce-mcs-plugins, xfce4-panel and xfdesktop. And started XFCE4 again, changed background, and it is working again. I have this same problem, with SVN 4.3.99. I think it is the same bug, moved from SVN into 4.2.3. It creates almost empty ~/.config/xfce4/mcs_settings/desktop.xml, only containing: <?xml version="1.0" encoding="UTF-8"?> <!DOCTYPE mcs-option SYSTEM "mcs-option.dtd"> <mcs-option> </mcs-option> But 4.2.2 creates all kinds of things, including location of background image and so on. Ok, let me get this straight, to reproduce this. I did: 1) rm -rf ~/.config 2) Install 4.2.3.2 3) Tried changing "Settings -> Desktop". Not working. 4) Downgrade to 4.2.2, to create ~/.config. Working. 5) Settings -> Desktop working. Everything working. 6) Upgrade back to 4.2.3.2. Still working. So, creating empty ~/.config with 4.2.3.2 doesn't work, but it works after creating it with 4.2.2.
Note to self: check SVN revision 18284 for possible cause of this bug.

I don't really have the time to work on xfce 4.2.x anymore. Unless this is reproducible with 4.4beta1, this is a WONTFIX.
