I tried to add a shortcut for a command and everything worked fine. Created a
theme, added a command and assigned a shortcut for it. 
The editor creates a file in .config/xfce4/shortcuts (attached). So far so good. 
But the shortcut is not working.

I tried the old shortcut editor in 4.2.2 and that works fine. (Settings > Window
Manager > Keyboard).

Reproducible: Always
Steps to Reproduce:
1. Add theme
2. Create shortcut
3. Enter the key combination
Actual Results:  
Nothing happens

Expected Results:  
Run the program when the key combination is pressed
