Closing the bug. znavko, I had the same problem when I tried to use xfce4-panel 4.13 with xfce4-xkb-plugin 0.7.1. In this case you should update the plugin at least to 0.8.0 since panel 4.13 doesn't work well with gtk2 plugins. Anyway your message is unrelated to this bug. Feel free to file a new bug if my advice doesn't help you.
