The generated list of available cursor themes in: Applications menu -> Settings -> Settings Manager -> Mouse and Touchpad seems to be based on the folders: /usr/share/icons $HOME/.icons but *not* on: $HOME/.local/share/icons If a symbolic link is made ("ln -s ~/.local/share/icons ~/.icons") then the cursor theme list is complete. While not that important, it's not consistent with icon themes: Applications menu -> Settings -> Settings Manager -> Appearance which looks into ~/.local/share/icons without the need of a symbolic link.
Created attachment 5353 Read $HOME/.local/share/icons while searching for cursor themes. I think that this bug belong to Xfce4-settings. Anyway, I created a patch to solve the problem, now Xfce4-settings search also in $HOME/.local/share/icons when looking for cursor themes.
