The file INSTALL mentioned in file README doesn't exist.

This was removed with commit dddb7db in 2011. Other plugins' INSTALL files are ahead of the removed version and so it shouldn't just be reverted.

I just found this information here after looking for the INSTALL file that the README points to. Adding this bit of information to the README file could avoid some confusion.
