ISO-8859-* encoded files are not recognized automatically.
Mousepad suggests "System (ANSI_x3.4-1968)" encoding which can't handle these files properly.
Just for comparison:
gEdit cannot guess the file encoding, it defaults to UTF-8.
Geany, mEdit, Notepad++ and Scite open the file correctly.
Vim, nano and jEdit open the file but incorrectly render the non US-ASCII as '?'.

Maybe libicu(as an optional dep) could help: http://userguide.icu-project.org/conversion/detection
